Karen Artaza
Analyst
Karen is an Analyst and supports the portfolio management team in research, analysis and shareholder and client relations.  She also assists with office management.  Prior to joining Community Capital, Karen worked in the national agency division of First American Title Insurance Company. She holds a BBA in Marketing from Texas State University.

 
Todd Cohen
Founder, President and Chief Investment Officer
Todd is President, Chief Investment Officer and a Founder of the firm. In his role, he is responsible for strategy formulation for the firm’s portfolios, client portfolio management, and is involved with strategic marketing initiatives. Prior to co-founding Community Capital, Todd co-founded SunCoast Capital Group, Ltd., an institutional, fixed income broker/dealer. He began his investment career in 1988 and holds a BS degree in Finance from The University of Florida.


 
Rochelle Comissiong
Trading & Operations Manager
Rochelle is a Trading & Operations Manager and works with the portfolio management team where her primary responsibilities include assisting with all aspects of daily cash management and trading. Rochelle's prior experience was as Director of Operations at United Capital Asset Management and ABS Trading Assistant at United Capital Markets.  Rochelle holds a BA in Psychology from Florida International University and an MBA from the University of Wisconsin.
 
David K. Downes, CPA
Chief Executive Officer
David is Chief Executive Officer, responsible for overseeing investment policy and strategy formulation. Before Community Capital, David was President and Chief Executive Officer of Delaware Family of Funds, and COO and CFO of Lincoln National Investment Companies and Delaware Investments. He began his investment career in 1963, holds a BS from Pennsylvania State University, and is a Certified Public Accountant. David serves on the Board of Directors for Internet Capital Group, Oppenheimer Funds and THL Credit, Inc. He is also the appointed Chair of the U.S. Trust Investment Committee of Glaxo Smith Kline.
Julie Egan
Senior Vice President and Portfolio Manager
Julie is a Senior Vice President and a Portfolio Manager.  In her role, Julie is primarily responsible for municipal credit analysis and research.  She also works with the portfolio management team in structuring new deals on behalf of clients.  Julie was previously a Senior Municipal Research Analyst and Director at Evergreen Asset Management Corporation, Wachovia's asset management arm.  Prior to that, she was a Senior Municipal Research Analyst for John Nuveen & Company, Inc. in Chicago.  Julie began her investment career in 1986 and holds a BBA in Finance from Kent State University and an MBA from Case Western Reserve University.  She received 1st place in 2007 and 2008 and 2nd place in 2009 for Smith's All-Star Municipal Analyst Team.  Julie serves as the President of the Southern Municipal Finance Society and is on the Board of the National Federation of Municipal Bond Analysts.
Kim Furnald
Senior Vice President, Institutional Sales
Kim is a Senior Vice President responsible for leading the firm’s institutional sales efforts. She also supports the firm’s client relations outreach for current and prospective institutional clients. Kim was previously a Principal at New Hill Management where she was responsible for fundraising. Previously, she held positions at JP Morgan Private Bank and Morningstar. She began her career at Fidelity Investments from 1981 to 1997 where she was responsible for institutional investment sales, predominantly in the Northeast. Kim received her undergraduate degree in Economics from Ohio Wesleyan University. She is a board member of the Eastern Massachusetts Girl Scouts as well as a member of their Leading Women Awards Steering Committee and Investment Committee. Kim lives on a working farm and is involved with the Emerald Necklace Conservancy’s Party in the Park, where she founded and co-chairs the Education Committee.  
Elliot Gilfarb
Investment Analyst
Elliot is an Investment Analyst and supports the portfolio management team in day-to-day portfolio management operations.  His responsibilities include performing detailed portfolio analysis including attribution and holdings analytics, creating quarterly and monthly performance client reports, and working with the portolio managers in the evaluation and pricing of fixed income securities. Elliot formerly worked as a Financial Advisor at Morgan Stanley. He holds a BS in Finance from The University of Florida, and is sitting for Level III of the CFA exam. He is an affiliate member of the CFA Society of South Florida.
Alyssa D. Greenspan, CFA
Chief Operating Officer and Portfolio Manager
Alyssa is Chief Operating Officer and a Portfolio Manager. In her role, Alyssa is responsible for reviewing portfolios for compliance, monitoring asset allocation strategies for separate accounts and the mutual fund, and overseeing risk management, portfolio analytics, and client reporting.  Alyssa's past experience includes working as a consultant for Gomez, Inc. and a Senior Equity Analyst at Morningstar. She began her investment career in 1994 and holds a BSM in Finance from Tulane University, and an MBA from the University of Miami. Alyssa is a CFA charterholder and a member of the CFA Institute, the CFA Society of South Florida, Women in Housing and Finance and the National Association of Women MBAs.
Joseph H. Hastings, CPA
Chief Financial Officer
Joe is Chief Financial Officer responsible for overseeing all firm financial operations. Previously, Joe held various positions at Delaware Investments. He began his investment career in 1972, holds a BSA from the Bentley College of Accounting and Finance, and is a Certified Public Accountant.
Jamie Horwitz
Senior Vice President, Institutional Marketing
Jamie is a Senior Vice President responsible for strategic marketing initiatives, RFPs, marketing compliance, and supporting the firm’s institutional marketing efforts. Jamie previously worked in the Corporate Marketing department at Bear, Stearns & Co. Inc. and a as a credit analyst at Chase Manhattan Bank.  She holds a BA in Economics from The University of Michigan.

 
Joanne Hutcheson, SPHR
Human Resources
Joanne is responsible for all firm-related human resources. She brings more than 25 years of business and consulting experience in human resources management. Joanne has previously held positions at Delaware Investments and DuPont. At DuPont, she spent 20 years in a number of human resource positions. Joanne holds a B.S. in Accounting from the University of Delaware. She is a member of the Society for Human Resource Management, is a lifetime certified Senior Professional in Human Resources (SPHR) and a member of the International Ombudsman Association. She sits on the Board of Directors for the Delaware Curative Foundation and is an independent advisor to the Lincoln Investment Planning, Inc. Board of Directors.
Maria Leon
Administrative Assistant
Maria is an Administrative Assistant, supporting the firm's day-to-day administration and office managerial responsibilities. Prior to joining Community Capital, Maria worked as an Administrative Assistant at PRC in Miami for nine years and before that was an Administration Assistant at Starboard Holdings in Miami for eight years.

 
Stefanie J. Little
Chief Compliance Officer
Stefanie is Chief Compliance Officer responsible for overseeing all firm- and fund-related compliance. Stefanie has worked with registered mutual funds, hedge funds, private pooled vehicles, institutional and retail separate accounts and wrap programs. She has also developed compliance programs including the creation of comprehensive policies and procedures and oversight of operational implementation. Stefanie is a graduate of the University of Delaware and Widener Law School.
Dominique Reynolds
Accounting/Marketing Assistant
Dominique is an Accounting/Marketing Assistant and supports the Chief Financial Officer with billing, account analysis and reporting. In addition, as a Marketing Assistant, Dominique assists with implementing marketing strategies, updating collateral materials, coordinating conferences, and prospecting new clients. She holds a BBA in Accounting from Florida Atlantic University.
 
Michelle Rogers
Senior Vice President and Portfolio Manager
Michelle is a Senior Vice President and a Portfolio Manager. In her role, Michelle is primarily responsible for client portfolio management and overseeing trading functions of the firm's products. She is also involved in portfolio research and new business development. Michelle was previously a Fixed Income Specialist at Wachovia Bank responsible for expanding and cross-selling products to new and existing clients. She began her investment career in 1993 and is an associate member of the CFA Institute and the CFA Society of South Florida, and a member of the Southern Municipal Finance Society (SMFS), Women in Housing and Finance, and the Mortgage Bankers Association.
Barbara R. VanScoy
Founder, Chair of the Board and Senior Portfolio Manager
Barbara is Chair of the Board, Senior Portfolio Manager and a Founder of the firm. In her role, Barbara is responsible for fixed income and community development research and client portfolio management. She is a well-regarded author, speaker and expert on the Community Reinvestment Act (CRA).  Through her work, Barbara has created an extensive network of mortgage originators and municipal underwriters to encourage the production of affordable housing, job training programs and affordable healthcare facilities. Before joining Community Capital, Barbara was Director of Mortgage Research at SunCoast Capital Group, Ltd. She began her investment career in 1991 and holds a BS in Finance from The University of Florida. Barbara serves on the Board of Directors and is Education Committee Co-Chair of the Southern Municipal Finance Society (SMFS), and is Co-Chair of the Securities Taskforce of Women in Housing and Finance.  She is also a member of the National Federation of Municipal Analysts.  In 2008, Barbara was named one of the "20 Rising Stars of Fixed Income" by Institutional Investor.
